HAYLE: Town Council discuss Supermarkets

According to hayle.net Hayle Town Council will discuss the Supermarkets on Thursday 15th September. Members of the public can address the council from 7:15pm to 7:30pm.

Meeting to Consider Supermarket and Related Planning Applications
The Council meeting on September 15 th , 2011 will consider those supermarket and related planning
applications which are submitted by that date. The following is the suggested protocol for dealing
with these applications.
1. Public Speaking[15-20 min]
The meeting will open with a public speaking session. This will be set at 15 minutes but with the
usual option of extending if councillors are minded. An extension should only be permitted where
new points are being made. Councillors will be able to respond to members of the public during this
session if they so wish but should guard against fettering their discretion.
2. Order in which the applications are considered
The applications will be considered in the order presented on the App. A.
3. Role of Cornwall Council Planning Officer
It is hoped that we will have the Planning Officer’s report to the Strategic Planning Authority. If that
is not ready, we will ask for a written report summarising the status of each application. If a
representative of Cornwall Council’s planning department is present at the meeting, he/she will be
given the opportunity of bringing any last-minute updates to the council’s attention. These might
include reports from consultees and letters of support and objection. Councillors may seek the
advice of the Planning Officer and Hayle council staff during the debate.
4. Recorded Votes
A proposal to record votes will be presented at the beginning of the session.
5. Chairman’s Introduction[5 min]
A brief summary of the history of the applications and the current status will be presented for
members of the public who may be unfamiliar with the background.
6. Considering each application[30 min]
Councillors are requested to review the applications in the council office prior to the council
meeting. Although documents will be available at the meeting for reference, it is not intended that
they will be circulated for review since there are hundreds of pages of materials involved.
It is proposed that a small number of graphics will be projected for reference during the debate and
these will include maps and plans as well as elevations and design drawings. It is not expected that
computer projection of other parts of the application will be available.
7. Forming a recommendation
Our determination should begin with policy and then weighing up the material considerations such
as S106 obligations, impacts and benefits and representations from the community. Statutory
consultee responses will feed into this process.It is possible that there may be a difference between
the policy-based framework of a planning officer and the more community-based framework of the
Town Council.Planners at Cornwall Council will wish to be provided with the reasons and reasoning
for objecting to or supporting an application and we should be aiming for clarity.
Recommendations could include:
· Support or strong support, with reasons
· Objection, with reasons
· Support but with recommendations for amendments to the applications. (The Strategic
Planning Committee would deal with this by delegating the decision to officers following
negotiation and resolution of issues raised.)
8. Chairman’s Check list
a) Give brief introduction to application with projection of major elements.
b) Seek updates from Planning Officer (if present) or read out any last-minute materials
received.
c) Ask for a seconded motion of support or objection.
d) Debate the motion and take any amendments.
e) Seek any inputs from the Clerk, Planning Officer or Committees Assistant.
f) Take a vote (recorded, if required)

Angarrack Methodists invited you to join Members at Angarrack Methodist Church for their Harvest Festival on Sunday September 25. Services will be at 11am with Pastor Kenny Bassett and at 6pm with Mrs Irene Tanner.

The Harvest celebrations will continue on Monday September 26 from 7pm with ‘Songs of Praise’ followed by a pasty supper and the sale of surplus produce. A warm welcome will be extended to all.

Green Waste Collection October 2011

This is the day to put out garden waste and brown corrugated cardboard for recycling.

The waste should be put in unwanted brown cardboard boxes or, failing that, in plastic sacks.

NB: Plant material which is from invasive species cannot be collected: Japanese Knotweed for example must be destroyed on the site where it is cut down.
